What the electricity market liberalisation means and which is the legislation in the sector

In view of ensuring the harmonisation of the internal legislation with the EU directives, the legal documents in Romania are going through a permanent changing process.
The internal legislation for the energy sector is comprised of a number of tools like the following:
- Laws, Governmental Decisions (GD) and Government Emergency Ordinances (GEO), constituting the primary legislation,
- Transmission, Distribution, Metering and Commercial Codes elaborated based on the Energy Law, of the GDs and GEOs together with the other ANRE regulations and the licenses granted by ANRE, altogether forming the secondary legislation.
Market liberalisation
Compliant with the provisions of the Directive no 54/2003 of the European Council and of the Energy Law no 13/2007, as of July 1st, 2007, the Romanian energy market was fully liberalised.
This means that all electricity customers, household or economic operators have the opportunity to choose their electricity supplier under the conditions of observing the ANRE regulations and the legislation in force.
