Procedure applicable for violation cases of the legal regulations for electric energy consumption
E.ON Moldova Distribuţie S.A. is undertaking actions to discover the violation cases of the legal regulations for electric energy consumption.
For the identified cases of fraudulent consumption, an “Observation Note” (ON) is concluded, in two copies, one for the representatives of E.ON Moldova Distribuţie S.A. and one for the consumer/supplier, signed by both parts.
In the cases of fraudulent consumption, E.ON Moldova Distribuţie S.A. personnel will dismount the meter, which, together with the seal and the eventual objects (evidence) used to prevent the correct functioning of the meter, will be sealed with UIS (uniquely identified seal), in plastic bags and will be taken away. The UIS series will be mentioned in the ON.
In case an intervention of the consumer is discovered in the supply circuits, in order to bypass the measuring equipment, the procedure used for electricity theft and the elements employed in this respect are noted in the ON. These elements are held as evidence (only after informing the consumer, and only with the permission of the consumer) and will be kept in a plastic bag sealed with UIS, with the series of the seal mentioned in the ON.
For the analysis and evaluation of the cases of violation of the legal regulations for electric energy consumption, E.ON Moldova Distribuţie S.A. organizes and appoints through decisions analyses commissions at regional level.
The commission has the obligation to specify in the Official report for the analysis of violations each violation discovered as well as the final conclusions and an Official report for the determination of compensations will contain the counter-value of the compensations. These are to be presented to the consumer/supplier or to his legal representative.
The consumer/supplier or the legal representative will acknowledge the content of these documents by signature.
The consumers’ complaints regarding the decisions of the analysis commissions can be submitted at one of the Customer Care Centers within a legal time-frame of 15 days since they receive them. The complaints are solved by a re-analysis commission organized at the headquarters of E.ON Moldova Distribuţie SA.
The conclusion of the re-analysis commission is communicated to the consumer/supplier.
In all of the situations in which a case of fraudulent consumption is discovered, E.ON Moldova Distribuţie S.A. will apply the legal provisions regarding the disconnection.
