Obligations of the distribution operator concerning electricity quality

The performance standard regulates the quality of the service and sets forth the performance indicators in view of ensuring it, concerning the following:
- continuous feeding of the customers with electricity;
- technical quality of the distributed electricity;
- commercial quality of the distributed electricity;
Components of electricity quality:

Obligations of the Distribution Operator
- The distribution operator (DO) ensures the arrival of the intervention team within the minimum time span after the user announce the electricity outage, so that the restoration of the feeding process after an unplanned interruption (failure, malfunction) occurs in maximum:
- 12 hours for the urban areas, under normal weather conditions;
- 24 hours for the rural areas, under normal weather conditions;
- 72 hours for the rural or rural area, under special weather conditions, from the time of the outage announcement.
- For the development and maintenance works during a calendar year, the DO shall not determine to one customer the occurrence of more than:
- 4 planned interruptions with the maximum duration of 12 hours each, in the urban area;
- 8 planned interruptions with the maximum duration of 16 hours each, in the rural area.
- DO is obliged to inform the affected users about planned interruptions, notifying them on their estimated duration.
- DO is entitled o interrupt electricity feeding in the following circumstances:
- When people’s life, health and the integrity of goods is endangered;
- For the prevention or limitation of the failure’s extension in the energy equipments, in the electrical network area or at the level of the national power system;
- For the execution of manoeuvres or works that cannot be performed without interruptions.
- Under normal operational conditions, the actual average value of the voltage supplied in 95% during any time throughout a week should not have a deviation above ± 10% of the voltage contracted on medium- and high-voltage, ± 10% of the nominal voltage on low voltage, 230V in mono-phased network and 400V in a three-phased network.
- The limits set forth for the functional frequency deviation ate as follows:
- 47.00 – 52.00 Hz 100 % a year;
- 49.50 – 50.50 Hz 99.5 % a year.
- In the electrical networks there may occur transitory overloading (impulse) to the ground, of atmospheric or commutation origin. Protection against transitory overloading has to be ensured from the designing phase (installing lightning protectors, surge arresters, etc.), both with DO and with the user.
- Upon the written complaint related to the quality of the voltage curve, the DO shall check the property limitation point, shall analyse and inform the user about the results of the performed analysis and the measures taken.
- The standard reply deadline for complaints related to the voltage level is 15 calendar days, while for the other parameters of the load curve, it is 30 calendar days. If the complaints are not confirmed or the quality of the load curve is low due to the user, the latter shall pay the equivalent value of the investigation costs incurred by the DO. Te user shall be informed about it by the user before starting the check-ups.
- The standard reply deadline for written notifications concerning the explanation of the interruption cause is no more than 10 working days.
Remember!
- The provisions under the Standard are mandatory for all distribution operators.
- Annually, each DO has to take measures in view of improving the performance indicators and send to ANRE all reports related to the performance achieved regarding electricity quality, according to the standards imposed.
- The requirements of the performance standard regarding the assurance of continuous supply and the technical quality of electricity represent the minimum conditions that the DO should provide to electricity customers.
- For the unpredictable and uncontrollable phenomena (small enterprises: transitory interruptions or voltage blanks with a maximum duration of one second, the DO is exempted from any responsibility. Consequently, the user has to take all necessary protection measures.
- *The provisions of the standard do not apply in force majeure events or abnormal operation of the electrical distribution network determined by producers, other operators or customers.
