Eligible customer
The eligible customer is the electricity customer that can choose his own supplier and directly purchase electricity, having access to the transmission and/ or distribution networks.
For household customers this became possible beginning with July 1st, 2007, when the electricity market was liberalised.
If you wish to make use of the right to become eligible, you can choose your new supplier and negotiate the price, the payment conditions and the clauses in the supply contract with him. The eligible customers are able to conclude supply contracts only with the supplier holding a supply license. Their list is available in the website of ANRE.
How you can become eligible
A captive customer that wishes to become eligible has to ask for the termination of the contract for captive customers and to conclude a contract for eligible customers with the new supplier, at least 30 days before the effective date of the contract with the new supplier.
The effective date of the contract as an eligible customer has to be the first day of a calendar month. In order to be able to conclude the supply contract with the new supplier, the customer has to pay the electricity consumption to the initial supplier up-to-date, except the cases in wherein the new supplier commits to undertake due payment obligations and pay them to the initial supplier, subsequently having to recover the amounts from the customer.
How you can return on the regulated market
In case an eligible customer acting on the competitive market chooses to return in the regulated market, he shall be charged a non-differentiated tariff on hourly intervals for 12 consecutive months.
An eligible customer cannot return on the regulated market under the aforementioned conditions more than two times.
What happens if you remain without access to the services of the chosen supplier
In case one or more customers remain without access to the services of the chosen supplier, wherewith they concluded the supply contract, due to his supply license suspension/ withdrawal, ANRE allocates the respective supplier’s customer portfolio to one or more suppliers, called suppliers of last resort.
On the 1st of July of each year, ANRE appoints the electricity suppliers of last resort. The list with the appointed suppliers of last resort is published on the ANRE website and in the Romanian Official Gazette, Part I.
