Radio and TV fees
The description of the way the radio and TV fees are levied
E.ON Energie România collects this fee for the Romanian Radio Company and the Romanian TV Company as per a contract concluded with them based on two Governmental Decisions*. E.ON Energie România has not established this fee and does not set up its value.
Natural persons
All natural persons with the residence in Romania holding radio/TV receptors are obliged to pay a monthly fee for the radio/TV public service, except those declaring on their own responsibility that they do not hold radio receptors.
The monthly fee for the radio public service is paid per family (irrespective of the number of its members).
Exempted from the payment of the fee for the public radio service there are the natural persons who:
- Do not hold radio/TV receptors. They shall submit the following documents:
- Standard statutory declaration according to which they do not hold any radio/ TV receptors at the address of their dwelling;
- Copy of the contract holder’s ID.
- Hold radio/TV receptors, but:
- They belong to the category of exempted persons based on some special laws.
- They own two or several dwellings, and in this case they shall submit the following documents:
- Statutory declaration according to which no other persons dwell in these buildings;
- Copy of the electricity invoice;
- Copy of the ID of the contract holder in the respective building.
- They own garages, pumps, irrigation systems and different electrical circuits (separate metering) feeding parts or additional buildings of the same house — they shall not pay extra amounts for them.
The documents shall be submitted to the Customer Care Centre to which the consumption place is allocated, and the exemption from the payment of the fee for the radio and TV public services is initiated beginning with the moth following the submission of the statutory declaration and they shall be sent to the Romanian Radio Company and the Romanian TV Company.

Legal persons
All legal persons with the residence in Romania, including their subsidiaries, branches, agencies and representative offices, as well as the representative offices in Romanian of foreign legal persons are obliged to pay a monthly fee for the radio/TV public service.
The obligation for the payment of the radio/ TV fee for all legal persons is not bound to whether they hold radio/TV receptors.
Legal persons may be allocated to one of the following categories of payers:
- Legal persons that do not have employees;
- Legal persons coming under the coverage the provisions of article 103 in the Fiscal code, as subsequently amended and completed;
- The legal persons with the residence in Romania, including their subsidiaries, as well as their branches, agencies and representative offices, as well as the representative offices in Romanian of foreign legal persons.
The companies belonging to one of the following categories do pay the fee for the radio and TV public services:
- Subunits without legal status (working points);
- State-owned sanitary units subordinated to the Ministry of Health;
- Parishes, monasteries, districts of an archpriest, episcopacies, archiepiscopacies, the Mitropoly, Patriarchy, cemeteries or any other religious institutions accepted in Romania;
- State-owned educational units subordinated to the Ministry of Education and Research (pre-school, school, gymnasium, high school and higher education);
- State-owned nurseries and children’s homes;
- Asylums;
- Military units;
- Non-profit associations and foundations, lodgers association, owners association;
- Diplomatic missions and their members.
Documents required for the exemption from the payment of the Radio/TV fees:
- application for exemption
- justifying documents, according to the legal form
- small enterprises —statement of the state budget payment liabilities 100 code 14.13.01.01 endorsed by the local Finance Administration — the last submitted form, corresponding to the last closer quarter.
- Tourism companies—fdescription of the nominal allocation of the accommodation areas, endorsed by the General Directorate for Tourism Authorisation and Control, showing the number of rooms.
For the units with seasonal activity, the TV fee is charged only during the operation period.
The monthly fee for the radio and TV public services is set forth under the attachment to the Governmental Decisions no 1292/2007 and no 978/2003, for each category of payers based on the statements of the legal persons and the justifying documents.

General provisions
- A radio receptor is any device that can receive radio programmes, as follows: home radio sets, car radio, mobile phones, computer, iPods or any other devices able to receive radio programmes in any manner, as well as TV cable subscriptions.
- The statutory declarations given by the natural persons for the exemption from the payment of the fee for the radio public service shall be renews annually at least 30 days before reaching the deadline of twelve months after the last submitted declaration. This kind of declarations submitted within the aforementioned deadline become effective the month following the month when the declaration was submitted. In case this statutory declaration is not renewed, you shall be rightfully charged the fee for the radio public service.
- The statutory declaration is made acknowledging the provisions and sanctions under article 292 in the Penal Code concerning false declarations.
- In the statutory declaration there has to be mentioned that radio receptors are not held in the house, in the private car, mobile phone, iPods or any other devices receiving radio programmes, as well as TV cable subscriptions.
- The statutory declaration has to compulsorily comprise the following elements for the identification of natural persons: surname and first name, Personal Identification Number, the data on the ID, the exact address, the client code on the electricity invoice (for which the declaration is made).
- For the non-payment of the monthly fee for the radio and TV public services on time, the legal persons obliged to pay this fee shall be charged late payment interest for every day of delay, as determined compliant with the methodology for the calculation of the late payment interest corresponding to the electricity invoice issued by E.ON Energie România, mandated under the law to bill and collect the fee for the radio and TV public services.
