What documents are required to connect to our network and conclude the electricity supply contract.
Site Permit (SP)
The site permit is required for any kind of new constructions, trunk pipe-lines (water, gas sewage), underground telephone cables, national roads and railways.
Documents required for the issuance of the site permit
- Questionnaire application for site permit — standard form;
- Copy of the town planning certificate;
- Scale development site plant plan endorsed by the competent bodies according to the law for the purpose of not being changed – two copies;
- Site plan with the 1:500 scales (or 1:1000, 1:2000 for networks, pipes, cables, etc.) with the site of the objective, endorsed by the competent bodies according to the law for the purpose of not being changed; if necessary, there are attached plans with the routes, profiles and/ or sections. From these documents there has to clearly result the coordinates of the future construction or installations, horizontally and vertically compared to the reference points existing in the field in order to establish the position related to the electrical networks in the area – two copies;
- Proof of the payment of the fee for the issuance of SP;
- Technical description endorsed by an authorised designer – two copies.

Additional documents for the co-existence of the overhead electrical lines (LEA) with the cable-TV networks (CATV), telecommunications lines (LTc), optical fibre (FO) and advertising panels
- Town planning certificate for the CATV, LTc, FO networks or advertising panels;
- Documents of the company: certificate of incorporation, fiscal code or fiscal registration certificate – the copy and the original, which is returned;
- SP for the CATV station (amplifier) – if necessary;
- The common co-existence status of the CATV, LTc, FO with the LEA belonging to E.ON Moldova Distribuţie.
Useful information
- The documentation is submitted to the Customer Care Personnel (CCP) in E.ON Moldova Distribuţie.
- The site permits are issued within 15 days after the submission of the complete documentation.
- The site permit can be favourable or unfavourable. In case the site permit is unfavourable, the applicant is informed about the solving options he can choose from.
- The site permit is not issued conditionally.
- Upon the issuance of the site permit, the applicant is charged a fee based on the tariffs regulated by ANRE – 77.40 RON/km for city networks and 55 RON/ piece for a construction or an objective.
The Technical Connection Permit (TCP)
Household customers:
New permanent or temporary user
- Application according to a standard form;
- Town planning certificate – the copy and the original – that shall be returned;
- Copy of the site permit, previously issued by E.ON Moldova Distribuţie;
- The copy and the original of the property deeds or any other document certifying the usage right over the land/ enclosure/ building wherein the consumption/ generation place is located that the TCP is requested for (the original copy being subsequently returned). For rented spaces the agreement of the owner is required for the execution of works in the electrical installations;
- The site design with the coordinates that precisely describe the position of the consumption place – site plan with the 1:500/ 1:1000 scales (for isolated sites);
Existing user, asking for the increase of the installed power, respectively the increase of the requested power from the electrical network compared to the previously approved power for the respective consumption place
- Application according to a standard form;
- Copy of the previously issued technical connection permit;
- The copy and the original of the property deeds or any other document certifying the usage right over the land/ enclosure/ building wherein the consumption/ generation place is located that the TCP is requested for (the original copy being subsequently returned). For rented spaces the agreement of the owner is required for the execution of works in the electrical installations;
- The site design with the coordinates that precisely describe the position of the consumption place – site plan 1:500/ 1:1000 scales (for isolated sites);
- The solution study for the connection to the electrical network, endorsed by the network operator – in case of complex connection solutions;
- Town planning certificate – the copy and the original (that shall be returned), for new objectives;
- The site permit, previously issued by E.ON Moldova Distribuţie for new objectives.
Separation of a user from the installations of another user, in view of direct connection to the electrical network
Two different documentations are required: one for the customer that separates and directly connects to the electrical network, thus becoming a new user of E.ON Moldova Distribuţie and another one for the existing user remaining after the separation – then the documentations required to obtain the TCP are the ones under items a), b) or d).
Changing the name of an user, takeover of the objective in a consumption place by purchase, inheritance, space rental without exceeding the approved power through technical connection permit for that consumption place
- Application according to a standard form;
- Copy of the previously issued TCP;
- The copy and the original of the property deeds or any other document certifying the usage right over the land/ enclosure/ building wherein the consumption place is located that the TCP is requested for (the original copy being subsequently returned). For rented spaces the agreement of the owner is required for the execution of works in the electrical installations.
Business customer:
New user
- Application according to a standard form;
- Questionnaires for the attainment of standard TCP form;
- Town planning certificate – the copy and the original (that shall be returned);
- Copy of the site permit, previously issued by E.ON Moldova Distribuţie;
- The copy and the original of the property deeds or any other document certifying the usage right over the land/ enclosure/ building wherein the consumption place is located that the TCP is requested for (the original copy being subsequently returned). For rented spaces the agreement of the owner is required for the execution of works in the electrical installations;
- Site plan with the 1:500 scales (1:1000 scales for isolated sites) with the location in the area the consumption/ generation places for new constructions. For new constructions, the plan has to be endorsed by the competent bodies concerning the urbanisation and the administration of the area;
- Documents of the company: certificate of incorporation, fiscal code or fiscal registration certificate – the copy and the original (which shall be returned);
Existing user, requesting the increase of the power from the electrical network compared to the previously approved power for the respective consumption place
The request for power increase may be determined by the extension of the business, modernisation or replacement of technology, additional endowment, etc. or by the connection of a customer to the own network, by the development of an existing distributor.
- Application according to a standard form;
- Questionnaires for the attainment of the TCP – standard form;
- Copy of the previously issued TCP;
- The copy and the original of the property deeds or any other document certifying the usage right over the land/ enclosure/ building wherein the consumption place is located that the TCP is requested for (the original copy being subsequently returned). For rented spaces the agreement of the owner is required for the execution of works in the electrical installations;
- Site plan with the 1:500 scales (and 1:1000 scales for isolated sites) with the location in the area the consumption place for existing constructions, as well as for new constructions or extensions. For new constructions or changes with the existing ones, the plan has to be endorsed by the competent bodies concerning the urbanisation and the administration of the area;
- Documents of the company: certificate of incorporation, fiscal code or fiscal registration certificate – the copy and the original (which shall be returned);
- Town planning certificate – the copy and the original (that shall be returned) – if necessary;
- Copy of the site permit, previously issued by E.ON Moldova Distribuţie – if necessary;
Separation of a user from the installations of another user, in view of direct connection to the electrical network
The separation of a customer and his direct connection to the electrical network is similar to the occurrence of a new customer and it is treated likewise. Two different documentations are required: one for the customer that separates and directly connects to the electrical network, thus becoming a new user of E.ON Moldova Distribuţie and another one for the existing user remaining after the separation – the documentations required to obtain the TCP are as follows: application according to a standard form, the questionnaires for the attainment of the TCP – standard form and the site plan.
Changing some technical elements compared to the initial status, with or without exceeding the power approved under the technical connection permit for that consumption place
Technical changes refer to changes in the nature, structure and features of the initial receptors and/ or in the requirements related to the safety of the connection installations, the connection of a user and the separation of the users initially connected through a single installation.

- Questionnaires for the attainment of the TCP – standard form;
- Copy of the previously issued TCP;
- The copy and the original of the property deeds or any other document certifying the usage right over the land/ enclosure/ building wherein the consumption place is located that the TCP is requested for (the original copy being subsequently returned). For rented spaces the agreement of the owner is required for the execution of works in the electrical installations;
- Site plan with the 1:500 scales (and 1:1000 scales for isolated sites) with the location in the area the consumption place for existing constructions, as well as for new constructions or extensions. For new constructions or changes with the existing ones, the plan has to be endorsed by the competent bodies concerning the urbanisation and the administration of the area;
- Documents of the company: certificate of incorporation, fiscal code or fiscal registration
Changing some administrative elements compared to the initial status, without exceeding the power approved under the technical connection permit for that consumption place
Administrative related elements may refer to the change in the name of the user, the takeover of the objective in a consumption place by purchase, inheritance, etc. or the change in the customer type.
- Application according to a standard form;
- Questionnaires for the attainment of the TCP – standard form;
- Copy of the previously issued TCP;
- The copy and the original of the property deeds or any other document certifying the usage right over the land/ enclosure/ building wherein the consumption place is located that the TCP is requested for (the original copy being subsequently returned). For rented spaces the agreement of the owner is required for the execution of works in the electrical installations;
- Documents of the company: certificate of incorporation, fiscal code or fiscal registration certificate – the copy and the original (which shall be returned).
Upon the issuance of the site permit, the applicant is charged a fee based on the tariffs regulated by ANRE.

The applicant can choose the way of paying for the issuance of the TCP: together with the submission of the application, upon the release of the permit or 50% upon the submission of the application and 50% upon the release of the permit.
The deadline for the issuance of the TCP by any department is 30 calendar days after the submission of the complete documentation.
The TCP is valid for 25 but it becomes invalid if within 12 months the connection fee mentioned it has not been paid for and the connection contract has not been concluded.
Supply contract
Household customers
Documents required for the conclusion of the electricity supply contract
- Application for the conclusion of the supply contract
- The customer’s option concerning the type of applied tariff;
- Identity card — the original is presented and the copy is submitted;
- The property deed or any other document certifying the ownership of the dwelling that is subject to the respective consumption place – the original is presented and the copy is submitted;
- The technical connection permit;
- The operation agreement (if necessary);

Other information
- For household customers, the electricity supply contract may be signed by another person than the contract holder based on a notary public’s power of attorney;
- Upon the conclusion of the electricity supply contract with natural persons in capacity of tenants/ assignees, it is compulsory that the tenant/ assignee or the owner of the building guarantees the obligations resulting under the electricity supply contract;
- It is obligatory that the equivalent values of the electricity consumption are paid up-to-date by the time of the contract draw-up;
Large industrial and similar customers
Documents required for the conclusion of the electricity supply contract
- Application for the conclusion of the supply contract compliant with D1 form made available by the supplier.
- The technical connection permit (copy);
- The act of incorporation and the company statutes;
- The property deed, the rental contract or the construction permit, fr5om case to case, (copy);
- Registration of the company with the Trade Registry (copy);
- The active electricity and contracted powers compliant with D2-1 for captive customers;
- Active electricity volumes contracted on IBD (settlement base interval), for each month of the current year (but at least for 6 months) compliant with D2-2 form for captive customers C3MW and for eligible customers. The hourly data in the D2-2 attachments shall be submitted in an Excel file;
- The operation agreement concluded by the customer with the distribution operator.
